As used in this part 4, unless the context otherwise requires:
"Board of commissioners" means the board of commissioners of veterans communityliving centers created in section 26-12-402.
"Office" means the office within the state department responsible for the oversight ofveterans community living centers, or its successor agency, in the state department.
