As used in this part 3, unless the context otherwise requires:
"Confectionery" means candy, cakes, cookies, and glazed fruit.
"Department" means the department of public health and environment or its authorized representative.
"Mix" means the pasteurized unfrozen combination of all ingredients of a frozendairy dessert with or without fruits, fruit juices, chocolate, cocoa, confectionery, nut meats, flavor, or harmless color.
