(1) The executive director shall have authority to promulgate rules in connection with the policies and procedures governing the administration of the department including, but not limited to, rules concerning the following:

  1. Matters of internal administration of the department, including organization, staffing,records, reports, systems, and procedures;

  2. Fiscal and personnel administration for the department;

  3. Accounting and fiscal reporting policies and procedures for disbursement of federalfunds, contingency funds, and distribution of available appropriations;

  4. Such other rules relating to those functions the executive director is required to carryout pursuant to the provisions of this title.

(2) Nothing in this section shall be construed to affect any specific statutory provision granting rule-making authority in relation to a specific program to the executive director.
