As used in this section and sections 25-4-1403 to 25-4-1405, unless the context otherwise requires:

  1. "Program" means the Colorado HIV and AIDS prevention grant program created insection 25-4-1403.

  2. "State board" means the state board of health created in section 25-1-103.
