As used in this part 10, unless the context otherwise requires:

  1. "Birthing facility" means a general hospital or birthing center licensed or certifiedpursuant to section 25-1.5-103.

  2. "Department" means the department of public health and environment.

  3. "State board" means the state board of health in the department.
