As used in this part 9, unless the context otherwise requires:

(1) "Emergency medical services organization" means:

  1. Local emergency medical and trauma service providers, as defined in section 25-3.5602 (4), excluding a health care facility licensed or certified by the department pursuant to section 25-1.5-103 (1)(a) that has a quality management program pursuant to section 25-3-109;

  2. Regional emergency medical and trauma services advisory councils, as defined insection 25-3.5-703 (6.8) and established under section 25-3.5-704 (2)(c); and

  3. Public safety answering points, as defined in section 29-11-101 (23), performing emergency medical dispatch.

  1. "Prehospital medical director" or "medical director" means a licensed physician whosupervises certified or licensed emergency medical service providers who provide prehospital care.

  2. "Quality management assessment" means a review and assessment of the performance of prehospital care provided by emergency medical service providers operating under a medical director.

  3. (a) "Quality management program" means a program established under this part 9 that is designed to perform quality management assessments for the purpose of improving patient care and includes:

(I) Quality assurance and risk management activities; (II) Peer review of emergency medical service providers; and (III) Other quality management functions.

(b) "Quality management program" does not include review or assessment of the licensing, use, or maintenance of vehicles used by an emergency medical services organization.
