(1) Remediation alternatives shall be based on the actual risk to human health and the environment currently posed by contaminants on the real property, considering the following factors:

  1. The present or proposed uses of the site;

  2. The ability of the contaminants to move in a form and manner which would result inexposure to humans and the surrounding environment at levels which exceed applicable promulgated state standards or, in the absence of such standards, which represent an unacceptable risk to human health or the environment;

  3. The potential risks associated with proposed clean-up alternatives and the economicand technical feasibility and reliability of such alternatives.
