(1) In addition to all other powers and duties conferred and imposed upon the state board, the state board has the following specific powers and duties:
To establish, by rule, the core public health services that each county and districtpublic health agency must provide or arrange for the provision of said services;
To establish, by rule, the minimum quality standards for public health services;
To establish, by rule, the minimum qualifications for county and district public healthdirectors and medical officers;
To ensure the development and implementation of a comprehensive, statewide publichealth improvement plan;
To review all county and district public health agency public health plans, whichreview shall be based on criteria established by rule by the state board and against which each county or district public health plan shall be evaluated; and
To establish, by rule, for the fiscal year beginning July 1, 2009, if practicable, and foreach fiscal year thereafter, a formula for allocating moneys to county or district public health agencies based on input from the state department and from county or district public health agencies.
