As used in this part 13, unless the context otherwise requires:
"Capital construction" has the same meaning as set forth in section 24-30-1301 (2).
"Controlled maintenance" has the same meaning as set forth in section 24-30-1301
(4).
"Eligible state facility" means any financially unencumbered building, structure, orfacility that is owned by the state, including a building, structure, or facility determined to be eligible by a governing board of a state institution of higher education, and does not include any building, structure, or facility that is part of the state emergency reserve for any state fiscal year as designated in the annual general appropriation act.
"State institution of higher education" means a state institution of higher education,as defined in section 23-18-102 (10), and the Auraria higher education center created in article 70 of title 23.
