In this article:

  1. "Electronic" means relating to technology having electrical, digital, magnetic, wireless, optical, electromagnetic, or similar capabilities.

  2. "Legal material" means, whether or not in effect:

  1. The constitution of this state;

  2. The session laws of Colorado;

  3. The Colorado Revised Statutes; and

  4. A state agency rule promulgated in accordance with article 4 of this title.

(3) "Official publisher" means:

  1. For the constitution of this state, the general assembly;

  2. For the session laws of Colorado, the general assembly;

  3. For the Colorado Revised Statutes, the general assembly; and

  4. For a rule published in the code of Colorado regulations, the secretary of state.

  1. "Publish" means to display, present, or release to the public, or cause to be displayed,presented, or released to the public, by the official publisher.

  2. "Record" means information that is inscribed on a tangible medium or that is storedin an electronic or other medium and is retrievable in perceivable form.

  3. "State" means a state of the United States, the District of Columbia, Puerto Rico, theUnited States Virgin Islands, or any territory or insular possession subject to the jurisdiction of the United States.
