(1) Pursuant to this article, it is the function of local government to:

(a) Designate matters of state interest after public hearing, taking into consideration:

  1. The intensity of current and foreseeable development pressures; and

  2. Applicable guidelines for designation issued by the applicable state agencies;

  1. Hold hearings on applications for permits for development in areas of state interestand for activities of state interest;

  2. Grant or deny applications for permits for development in areas of state interest andfor activities of state interest;

  3. Receive recommendations from state agencies and other local governments relatingto matters of state interest;

  4. Send recommendations to other local governments relating to matters of state interest.
