(1) The general assembly finds that:
The public safety necessitates the continuous development, modernization, and implementation of standards and requirements of law relating to vehicle equipment in accordance with expert knowledge and opinion;
The public safety further requires that such standards and requirements be uniformfrom jurisdiction to jurisdiction, except to the extent that specific and compelling evidence supports variation;
The executive director of the department of revenue, acting upon recommendationsof the vehicle equipment safety commission and pursuant to the vehicle equipment safety compact, provides a just, equitable, and orderly means of promoting the public safety in the manner and within the scope contemplated by this part 9.
