(1) Pursuant to the consent of the congress of the United States heretofore granted by Section 112, Title 4, United States Code, being Section 129, Public Law 72, 81st Congress, First Session of 1949, entitled "Compacts between States for Cooperation in Prevention of Crime", and wherein the consent of congress is given "to any two or more states to enter into agreements or compacts for cooperative effort and mutual assistance in the prevention of crime and in the enforcement of their respective criminal laws and policies and to establish such agencies, joint or otherwise, as they may deem desirable for making effective such agreements and compacts", the governor of the state of Colorado is authorized to:

  1. Enter into an agreement with one or more other states for the safekeeping, care, andsubsistence of persons convicted of a felony in such other compacting states, in a penal institution of the state of Colorado; and

  2. Enter into an agreement with one or more other states for the safekeeping, care, andsubsistence of persons convicted of a felony in the state of Colorado, in a penal institution of such other compacting states.
