This article applies to every agency of the state having statewide territorial jurisdiction except those in the legislative or judicial branches, courtsmartial, military commissions, and arbitration and mediation functions. It applies to every other agency to which it is made to apply by specific statutory reference; but, where there is a conflict between this article and a specific statutory provision relating to a specific agency, such specific statutory provision shall control as to such agency.
