(1) In addition to any other duties prescribed by law, the director of the division shall perform the following duties:

  1. Exercise general supervisory control over and coordinate the activities, functions,and employees of the division; and

  2. Adopt such rules as the director of the division deems necessary to carry out thepurposes and provisions of this part 12 and amend such rules from time to time as necessary. Such rules and amendments shall be adopted in accordance with article 4 of this title.

(2) In order to carry out the purposes and provisions of this part 12 and part 14 of article 20 of title 30, the director of the division shall promulgate rules in accordance with article 4 of this title 24:

  1. Adopting codes, which shall be identical to or modeled on the international codespublished by the international code council; and

  2. Adopting nationally recognized standards that the director reasonably finds necessaryto carry out the purposes and provisions of this part 12, sections 24-33.5-2008 and 44-30-515, and part 14 of article 20 of title 30.

(3) Commencing in 2014, the director shall report annually to the wildfire matters review committee created in section 2-3-1602, C.R.S., regarding the current nature and magnitude of the state's wildfire situation, the status of wildfire preparedness and prescribed burns in the state, including available resources, and the challenges to addressing the state's wildfire threat. The report required by this subsection (3) is exempt from the automatic expiration described in section 24-1-136 (11).
