(1) The secretary of state may issue certificates or apostilles attesting to the authenticity of a notarial act performed by a commissioned notary public.

(2) The secretary of state shall not certify a signature of a notary public on:

  1. A record that is not properly notarized in accordance with the requirements of thispart 5;

  2. A record:

  1. Regarding allegiance to a government or jurisdiction;

  2. Relating to the relinquishment or renunciation of citizenship, sovereignty, in itinerestatus or world service authority; or

  3. Setting forth or implying for the bearer a claim of immunity from the law of thisstate or federal law.
