(1) In addition to any other powers granted by law to the board, such board shall have the following powers:

  1. To have and use a corporate seal;

  2. To sue and be sued in its own name;

  3. To incur debts, liabilities, and obligations;

  4. To employ agents and employees;

  5. To cooperate and contract with the state or federal government or any agencies orinstrumentalities thereof and to apply for and receive grants or financial assistance from any of such entities;

  6. To act as and on behalf of the state of Colorado pursuant to a statutory authorization;

  7. To acquire, hold, lease, sell, or otherwise dispose of any real or personal property,commodity, or service;

  8. To adopt, by resolution, regulations necessary for the accomplishment or performance of the powers granted by law;

  9. To exercise any other powers which are essential to carrying out the provisions of thisarticle;

  10. To do or perform any acts authorized by this section by means of an agent or bycontract with any person, firm, or corporation;

  11. To provide for the necessary expenses of the board in the exercise of its powers andthe performance of its duties and reimburse a board member for necessary expenses incurred by him in the performance of his official duties, whether within or without the territorial limits of the district.
