(1) The commission shall adopt guidelines to require public institutions of higher education to ensure that, beginning in the fall of 2021, students are informed prior to course registration concerning which courses and sections use open educational resources or other lowcost materials.
(2) As used in this section, "public institution of higher education" has the same meaning as provided in section 23-4.5-102.
