As used in this article, unless the context otherwise requires:
"Department" means the department of education created and existing pursuant tosection 24-1-115, C.R.S.
"District" means a school district, a group of school districts, or a board of cooperative services as defined in section 22-5-103 (2).
"Highly qualified" has the same meaning as provided in 20 U.S.C. sec. 7801 (23).
"Program" means a quality teacher recruitment program created by a vendor througha contract with the department.
"Vendor" means a for-profit or nonprofit organization.
