(1) In addition to any other powers granted by law, the board of cooperative services shall have the following specific powers, to be exercised in its judgment:

  1. Those powers set forth for boards of education in section 22-32-110 (1)(b) to (1)(k),(1)(n) to (1)(q), (1)(s) to (1)(w), (1)(y), (1)(aa) to (1)(ee), and (1)(jj), and in sections 22-32-113, 22-32-114, 22-32-116 to 22-32-118, 22-32-120 to 22-32-122, and 22-32-124;

  2. To take and hold in the name of the board of cooperative services so much real andpersonal property as may be reasonably necessary for any purpose authorized by law;

  3. To operate schools and classes as authorized by the members;

  4. To determine which programs and facilities of the board of cooperative services shallbe operated and maintained;

  5. To award diplomas or certificates of accomplishment as authorized by the members;

  6. To exclude from any library operated by the board of cooperative services any books,magazines, papers, or other publications which, in the judgment of the board, are of immoral or pernicious nature;

  7. To select a depositary for moneys belonging to the board of cooperative services, andto invest any funds on hand which are not then needed in the conduct of its affairs in any securities which are legal investments for the state and its political subdivisions, pursuant to part 6 of article 75 of title 24, C.R.S.;

  8. To enter into contracts and to receive federal matching funds for moneys spent inproviding student health services pursuant to section 25.5-5-301 (6) or 25.5-5-318, C.R.S.;

  9. To contract with a district charter school or an institute charter school pursuant tosection 22-30.5-104 (7)(b) or 22-30.5-507 (8)(b), respectively, for the use of a school building and grounds, the operation and maintenance of the building and grounds, and the provision of any service, activity, or undertaking that the district charter school or institute charter school is required to perform to carry out the educational program described in its charter contract.
