As used in this part 3, unless the context otherwise requires:
"Applicant" means the person or group of persons submitting a proposal for an independent charter to operate an independent charter school pursuant to the provisions of this part 3. An "applicant" may include, but shall not be limited to, an individual, a group of individuals, a nonprofit or for-profit company, an existing public school, a school district, or an institution of higher education.
"Commissioner" means the commissioner of education appointed pursuant to section22-2-110.
"Department" means the department of education created and existing pursuant tosection 24-1-115, C.R.S.
"Independent charter" means the agreement between a local board of education andan independent charter school governing the existence and operation of the independent charter school.
"Independent charter proposal" means a proposal for the operation of an independentcharter school submitted in response to a request for proposals pursuant to the provisions of this part 3.
"Independent charter school" means a charter school approved pursuant to this part 3 that is a public school of a school district.
"Local board of education" means the board of education of the school district inwhich the independent charter school is or is proposed to be located.
"State board" means the state board of education created pursuant to section 1 ofarticle IX of the state constitution.
