As used in this article, unless the context otherwise requires:
"Board of cooperative services" shall have the same meaning as provided in section22-5-103 (2).
"Department" means the state department of education created pursuant to section24-1-115, C.R.S.
"School district" means any school district organized and existing pursuant to law,but does not include a local college district.
"State board" means the state board of education created pursuant to section 1 ofarticle IX of the state constitution.
