(1) This part 1 shall be liberally construed and applied to promote its underlying purposes.
(2) Its underlying purposes are:
To strengthen and preserve the integrity of marriage and to safeguard meaningfulfamily relationships;
To provide adequate procedures for the solemnization and registration of marriage.
