(1) There is hereby created in the judicial department the court security cash fund commission to evaluate grant applications received pursuant to this part 2 and make recommendations to the state court administrator for awarding grants from the court security cash fund. The commission shall be appointed no later than July 1, 2007.

(2) (a) The commission shall be composed of seven members, as follows:

  1. Two representatives of an association that represents county commissioners who arerecommended by the association and who are appointed by the governor;

  2. Two representatives of an association that represents county sheriffs who are recommended by the association and who are appointed by governor;

  3. Two members of the judicial branch who are appointed by the chief justice; and

  4. One member of the general public who is appointed by the chief justice.

(b) The commission membership described in paragraph (a) of this subsection (2) shall include, at all times, at least one representative from a county in which the population is above the median population for the state of Colorado, as determined by the most recent data published by the department of local affairs, and at least one representative from a county in which the population is below the median population for the state of Colorado, as determined by the most recent data published by the department of local affairs.

  1. The term of office of each member of the commission shall be three years; exceptthat, of those members first appointed, one member representing each entity shall be appointed for a one-year term and one member representing each entity shall be appointed for a two-year term. A vacancy shall be filled by the respective appointing authority for the unexpired term only.

  2. Members of the commission shall serve without compensation and without reimbursement for expenses.
