(1) In addition to any other powers and duties granted or imposed on the director under this article 250 or articles 20 and 30 of this title 12, the director shall:
Adopt rules pursuant to section 12-20-204;
Establish the form and manner in which applicants are to apply for a new registrationor to renew a registration;
Receive, review, and approve or deny applications for registrations and issue andrenew registrations under this article 250;
Conduct investigations, hold hearings, take evidence, and pursue disciplinary actionspursuant to sections 12-20-403, 12-20-404, and 12-250-113 with respect to complaints against naturopathic doctors when the director has reasonable cause to believe that a naturopathic doctor is violating this article 250 or rules adopted pursuant to this article 250.
Perform other functions and duties necessary to administer this article 250.
