As used in this part 3, unless the context otherwise requires:
"Alien insurer" means any insurer incorporated or organized under the laws of anycountry other than the United States.
"Domestic insurer" means any insurer incorporated or organized under the laws ofthis state.
"Foreign insurer" means any insurer incorporated or organized under the laws of anystate, as defined in this section, other than this state.
"Insurer" means any insurance company except a life insurance company and includes any reciprocal or interinsurance exchange.
"Policyholders" means claimants under the insurer's policies, claimants having claims which arise under or by reason of the insurer's policies, and obligees under its surety contracts.
"State" means any state of the United States, the Commonwealth of Puerto Rico, andthe District of Columbia.
"United States" means the states of the United States, the Commonwealth of PuertoRico, and the District of Columbia.
