(1) The general assembly hereby finds, determines, and declares that the purposes of this part 7 are:
To incorporate consumer protections in the creation and maintenance of providernetworks by carriers;
To establish standards to assure the adequacy, accessibility, and quality of healthcare services offered under a managed care plan; and
To establish requirements for written agreements between carriers offering managedcare plans and participating providers regarding the standards, terms, and provisions under which the participating provider will provide services to covered persons.
