(1) A carrier shall not be prohibited from offering to a small employer additional options of health benefit plans that:

  1. Provide for different benefits for insureds and dependents of such insureds coveredby the same policy; and

  2. Encourage appropriate health care condition management based on clinical guidelines by providing case management benefits to covered persons.
