(a) An applicant shall meet all of the following qualifications to qualify for registration as an associate:
(1) Earned a master’s or doctoral degree as specified in Section 4999.32 or 4999.33, as applicable. An applicant whose education qualifies him or her under Section 4999.32 shall also have completed the coursework or training specified in subdivision (e) of Section 4999.32.
(2) Be at least 18 years of age.
(3) Not have committed acts or crimes constituting grounds for denial of licensure under Section 480.
(b) The board shall not issue a registration to any person who has been convicted of a crime in this or another state or in a territory of the United States that involves sexual abuse of children or who is required to register pursuant to Section 290 of the Penal Code or the equivalent in another state or territory.
