Relief granted to any person who is not entitled thereto under the provisions of this chapter shall constitute a debt of the recipient, to the amount of such relief, to the state and the county participating in the granting of such relief. Recovery may be had upon such debt out of any property of the recipient not exempt from execution.
Any money refunded under the provisions of this section shall be repaid to the state and the county in the proportion that each contributed to the relief granted.
