If any person:

1. Disobeys an order of an appeals officer, a hearing officer, the Administrator or the Administrator’s designee, or a subpoena issued by the Administrator, Administrator’s designee, appeals officer, hearing officer, inspector or examiner;

2. Refuses to permit an inspection; or

3. As a witness, refuses to testify to any matter for which the person may be lawfully interrogated,

the district judge of the county in which the person resides, on application of the appeals officer, the hearing officer, the Administrator or the Administrator’s designee, shall compel obedience by attachment proceedings as for contempt, as in the case of disobedience of the requirements of subpoenas issued from the court on a refusal to testify therein.
